What you'll need:

PSP 8
My supplies [photo]
Two fonts of your choice.



Photo I'm using is from stock.xchange.

Open photo in PSP.
Duplicate photo, close original.
Promote background layer.

Zoom in about about 250%.

Grab your Freehand Selection Tool.
Point to point Add (Shift) Feather 0 Smoothing 0 Anti-alias checked

Start drawing a circle around the eye.

Go to your Floodfill tool.
RGB Value, Tolerance 71 Blend mode: Color (Legacy) Opacity 25

Floodfill with a color of your choice.
I used #F600AE. I clicked several times to get the desired color.

CTRL D

Now with the same settings, outline the lips.
Floodfill with desired color. I used #F6006E.

Ok now we have the eye & lips done..Let's color some hair.

Using the same steps, pick out strands of hair & use different colors.
Have fun, take your time.

Here's what I've come out with.

Now grab your Airbrush Tool.
Use these settings.

Set your foreground to white.

Slowing start airbrushing the darkeness around her eyes, nose, mouth, hairline.

Here's my before & after:

Open new transparent image 400x239
Floodfill with black.
You'll have to change Blend mode to Normal, Opacity 100, etc

Go to your photo, Copy & paste as a new layer.
Scoot the photo over to the left so it's lined up at the edge.
Look at finished tag for reference.

Layers/New Raster Layer

Grab your Selection Tool.
Retangle Add (Shift) Feather 0 Anti-alias checked.
Draw out a retangle at the right in black area.

Floodfill with one of the colors your used to colorize with.
I'm using #E980AE.

CTRL D

Effects/Texture Effects/Fine Leather
Color white Angle 0 Blur 50 Transparency 255 # of furrows 94 Length of furrows 2

Set opacity to 60

With your Pen Tool, solid line, width 3 Color of your choice
Draw out a line separating your retangle & photo.
I used #F4BED6

Layers/Merge/Merge all (flatten)

Now's the time to add your text.
Vector to fit retangle.
I used Donny's hand font for tag title.
Use whatever saying you want. Place on pen tool line.
I set opacity to 50
Then place your name in retangle.
I used French Vogue font.
I placed my name opposite direction of saying.
I set opacity to 80 on this layer.
I used color #FBFBFB for both texts.

Layers/Merge/Merge all (Flatten)

Image/Add borders/2 pixels each side
Choose a light color from tag.
I used #F1B1CE
Then add border again, same settings using black.
Then go back & add border with 1st color you used.

Optional:
I went to Effects/Texture Effects/Blinds
Width 4 Opacity 10 Color black Horizontal Light from left/top checked
